南海渔业涉外事件产生原因探析

摘　　要：南海渔业涉外事件的发生严重影响了我国渔民的人身财产安全和我国南海渔业的发展。此类事件发生的表面原因有非法捕鱼、非法入境、越界捕鱼、非法捕杀珍稀海洋生物四个方面,这背后存在着政治、经济、文化宗教、国际法等方面的原因,根本原因在于岛屿主权和海域管辖权的争议,也与我国"共同开发"战略的困境有关。The foreign-involved fishery events have caused economic loss and endangered human safety to the Chinese fishermen, and harmed the fishery industries in the South China Sea. The explanations offered by the foreign governments for their actions are： illegal fishing, illegal immigration, over fishing, illegal hunting of rare marine creatures. These foreign-involved fishery events are rooted in politics, economy, culture and international laws. The fundamental reasons lie in the controversy over island sovereignty and jurisdiction. These are also related to the dilemma of our national strategy ＂cooperative development＂.
