三峡库区农地承包权流转现状调查与问题分析——以万州、开县、奉节为例

摘　　要：三峡库区当前农村土地流转率较高,发展态势良好,存在的主要问题是立法产权界定不清、农地零散化严重、流转市场机制不发达、流转行为不规范等。对此,应采取明晰农地产权、放宽流转条件,推动农地互换、提高农地成块规模,培育农地流转市场主体、建立完善市场化流转机制,建立流转服务中心、规范流转行为等改善措施,以实现三峡库区农业规模化经营及提高农民收入。Nowadays, the land circulation in the Three Gorges Reservoir rural area is effective and in a good developing trend. However, there exists some problems. Firstly, property right is unclear, so circulation is limited;Secondly, rural areas are scattered, which limits the scale of land circulation;Thirdly, the market mechanism is to be imporoved;Fourthly, the circulation itself is to be standardized. Therefore, the author pf this paper suggests that improvement measures are taken to better agricultural scale management and raise farmer’s income in Three Gorges Reservoir area. The measures include：clarifying the relationship of property right, easing circulation terms, building up and improving marketing circulation mechanism, setting up circulation service center, regulating circulation behavior, and so on.
