摘　　要：政府承担着提供与公共利益相关的公共产品和公共服务的职能,并且拥有大量的配置性公共资源,这就决定了政府在整个公共危机管理中起着决定性作用,公民也希望政府在公共危机处理中能提供各种服务以保障社会公众的安全。因此,公共危机事件的发生,对政府而言既是机遇也是挑战,在危机处理中树立良好的政府形象至关重要。Governments shoulder the responsibilities to offer public products and service related to public interest, and they have also possessed large quantity of disposable public resources. This makes the governments play decisive roles in the management of public crisis. The people also expect that governments can offer various services in the management of public crisis so as to guarantee the safety for the social public. Therefore, the happening of public crisis means both the challenge and opportunity for governments. It is greatly important to build good government images in the dealing with public crisis.
