摘　　要：近年来,随着中央加快推进铁路建设和四川省"构建西部综合交通枢纽"战略的深入实施,我省铁路交通建设迎来了重大发展机遇期。本文研究了省内在建合资铁路资本金筹集模式的现状,指出了存在的主要问题,并从地方政府融资渠道、合资铁路现行机制及铁路行业体制障碍等方面分析了内在原因。在此基础上,提出了建立可持续发展的融资模式和推进投融资体制改革等方面的相关建议,以期为四川省加快推进铁路建设作出有益的探索和思考。In recent years, with the implementation of strategies on accelerating railway construction by central government of China and establishing integrated transportation hub in western China by Sichuan province, the railway construction industry in Siehuan has been undergoing a gold period of development. The paper begins by studying the status quo of the model taken to raise capital for joint investment railroads within Sichuan, then points out major causes of all the problems raised up during the past years, and takes an comprehensive analysis from the perspective of the main channel of raising capital, the current structure of joint investment railways as well as the system barriers of railway industry in China. Based on all the factors mentioned above, the paper ends by offering a series of suggestions of building up a sustainable model of capital raising and advancing the reform of railway investment and financing, with the desire to make a constructive exploration and reflection for the expediting development of railway construction in Sichuan province.
