摘　　要："文化是民族的血脉,是人民的精神家园。"社会主义核心价值体系和核心价值观则是文化发展的灵魂,公民道德素质建设提高是文化发展的目的,人民精神文化生活丰富是文化发展的标志,而文化整体实力和竞争力增强是文化发展的途径。中国文化在未来的发展中,必须处理好文化体制改革中"体"与"用"、文化属性"全球化"和"民族化"等诸对矛盾关系,并兼顾文化发展的"政策化"与"自觉化"。Culture is the lifeblood of a nation and the spiritual home of its people. The core value system of socialism and its core values are the soul of cultural development. The moral improvement of its citizens is the purpose of cultural development, the prosperity of cul- tural life of its people is the indicator, while the overall development of cultural strength and competitiveness is the pathway of cultural development. In the future development of Chinese culture and its reform, it is necessary to correctly handle the contradictions between ＂system＂ and ＂function＂, or between ＂nationalism＂ and ＂globalization＂ as well as ＂policy - orientation＂ and ＂cultural autortomy＂
