摘　　要：高校大部制改革的核心在于权力结构的重组和优化。高校在推行大部制改革过程中,应推进向学术系统和基层院系的"双向分权",回归学术本位。同时,要实现决策权、执行权、监督权"三权制衡",确保决策科学、执行有力、监督有效。The optimization of core of university large department system reform depends on the reorganization and authority structure. In the implementation process of university large department system reform,university should push forward the ＂bidirectional decentralization＂ , between the academic system and the departments ,and the authority should be returned to ＂academic standard＂. Meanwhile ,decision-making, implementation of decisions and affective supervision must be guaranteed and balanced so as to make sure that the decisions are scientific ,the implementation is correct and the supervision is effective.
