促进微型企业发展的法律机制研究——对重庆现行扶持政策的评析

摘　　要：微型企业作为以创业带动就业为设立目标的市场主体,对促进就业、改善民生发挥着积极作用。重庆市对微型企业发展量身定制了一整套政策扶持体系,但由于政策本身的不稳定性,加之这套体系中存在着若干不合理之处,影响了其功能的发挥。运用法律机制,修改政策中不合理之处,将政策的效力提升,以此来促进微型企业发展,可以更好地发挥微型企业改善民生的正功能。The micro-enterprise is one of the subjects in the market which is established on the purpose of improving employment with entrepreneurship and plays a role livelihood.Chongqing has promulgated a series of policies to in the promotion of employment and people＇s support the micro-enterprise,but owing to the instability and irrationality of the policies,they all affect the play of its function. Modifying the unreasonable policies with the legal mechanisms will promote the effectiveness,which also can be better to play the positive function in promoting people＇s livelihood.
