摘　　要：当前,我国地方政府经济行为的合法性主要来源于中央政府的行政授权、日益完善的法律规范和民众对于经济发展成就的认可等方面,但随着改革开放的深化,地方政府经济行为暴露出愈来愈多的不合理之处,同时地方政府不当经济行为所带来的各种问题的社会影响逐步凸显出来,引起公众的关注和强烈不满,从而形成了对地方政府经济行为合法性的挑战。面对当前我国地方政府经济行为的合法化困境,地方政府应从公民自治组织、社会舆情、政府自身等层面提升其经济行为的合法性。At present, the legitimacy of the economic behaviors of local governments in China is mainly confirmed by the administrative authorization granted by the central government, the improved legalization and the recognition by the public for the achievements in economic development. However, with the deepening of reform and opening up, economic behaviors of local governments have displayed more and more problems. These problems have attracted public attention and have resulted strong dissatisfaction, which challenged the legitimacy of economic behaviors of local governments. Facing such predicament, the local government should improve the legitimacy of its economic behavior through channels like citizen autonomy organizations, public opinion and government performance.
