发达国家及地区康复医疗服务体系的特点及启示

摘　　要：在查阅文献的基础上,指出发达国家及地区康复医疗服务体系具有以下特点:结构清晰且功能明确的康复医疗服务体系,有据可依且流畅高效的康复医疗服务流程,依据标准且关注功能的医保支付体系,以康复医师为中心的康复医疗服务团队,重视社区以及非政府组织的联合协同作用。在分析我国现状后,提出了加快实体机构建设、关注标准基础研究、构建关注功能的医保支付体系、建立康复医师培养制度、重视社区和非政府组织的作用等建议。Based on literature review, the rehabilitation medical service system in developed countries and regions has the following features ： a clear structure and functional rehabilitation medical service system; evidence - based medical rehabilitation and smooth and efficient medical service processes; Medicare payment system based on the standard and focused on functions; physician - centered rehabilitation health care team; emphasis on communities and NGO＇s combined synergy. After analysis of the current situation, suggestions were proposed to speed up construction of agencies, concern the basic standard studies, build functional concerning medical payment system, establish of rehabilitation physician training system, emphasis on the role of community and non- governmental organizations.
