1949—2003年中国工农业发展阶段的理论分析

摘　　要：1949—2003年,我国工业化初始阶段的工农业发展关系呈现"以农养工"的整体性特征。由于政策的差异,工农业发展关系呈现三个阶段的演进过程:工业优先发展阶段,国家实施制度强制下的"以农养工"政策,保证工业成为国民经济主导部门,农业和农村发展严重滞后;工农业互利发展阶段,国家实施"以农养工"的政策导向,保证农民收入提高和农业劳动力转移;工农业市场化阶段,国家实施市场机制作用下的"以农养工"政策,主要解决社会资源的市场化配置问题。1949 -2003, overall characteristics the development relationship between industry and agriculture of our country is raise in- dustry with agriculture. The development relationship between industrial and agricultural Presents the three stages of evolution which based on difference of policy： The nation carry out mandatory policy of raise industry with agriculture in the priority development stage of industry become the dominant sector of the national economy, agriculture and rural development is seriously lagging behind; The na- tion carry out the policy of raise industry with agriculture ＂ under the guidance of agriculture in the mutual development stage between industrial and agricultural, to ensure the transfer to increase the income of farmers and the agricultural labor; The nation carry out poli- cy of raise industry with agriculture by the role of market mechanism in market - oriented stage between industry and agriculture, to solve the problem of market allocation of social resources mainly. Combing the three stages of historical evolution, we can see that Chi- na~ agriculture plays a vital role to the development of industry, if agriculture realized the coordinated development, government poli- cies must protect and support the agricultural sector under the market mechanism inevitably.
