陕西省城镇社区养老服务现状分析及其体系构建——基于西安市的调查分析

摘　　要：随着我国人口老龄化、空巢化和高龄化趋势凸显,养老问题已成为我国社会各界高度关注的焦点。由于家庭结构的变化和子女数量的减少,传统的家庭养老方式己经不能满足空巢老人养老的需求。如何以社区为依托和载体,使之承担和发挥其养老服务功能,成为理论和实践上需要迫切研究的重大问题。通过对西安市社区养老服务的供给和需求的调查分析,总结社区养老服务发展中存在的问题,构建了陕西省社区养老服务体系并提出对策建议。With the aged population, the empty - nest and the aging tendency of population becoming increasingly evident, and the problem of supporting old - age population has become a focus of all society. Owing to the change of family structure and the reduction in the number of children, the traditional family support of the aged has no longer sufficed for the need of supporting the empty - nest aged. Therefore, how to make the community as the sup- porting carrier develop and exert its effect of supporting the aged has been urgent in the theoretical and practice re- search. By analyzing the demand and supply of community service for the aged in Xi＇an, the existing problems of community service for the aged are concluded in this paper. Finally, the system of Shaanxi community service for the aged are presented and the solutions for the exiting problems are given in the paper.
