“居家养老服务”中国本土化的经验审视

摘　　要：本研究首先回顾了居家养老的涵义,居家养老服务的官方内涵与中国的法律规定及传统习俗不一致;政府缺乏为所有老人提供居家养老服务的动力,这使居家养老服务的实施陷入了困境。其次,对比英国社区照顾的发展历程,可供中国借鉴的要点是完善的法律体系,可靠的资金保证以及专业人员的参与。第三,分析了由民政部门主导的居家养老服务存在的问题:服务对象难以向普通老人及家庭扩展,服务内容和品质难以满足老人需求,并提出了相应的对策建议。Based on the experiences of community care development in Britain, this paper aims to analyze the mean- ings, elements, barriers of home - care system of elderly in China. There are many differences in the characteristics of the meanings, in particular in the field of elderly social service. Researcher conducted qualitative date by using comparative analysis of literature and programs to answer the proposed aims of this research. There are valuable les- sons that we can learn from the British experiences for developing community home - care system of elders in Chi- na, in particular its series of laws, reliable source of funding and professionals involved. Finally, based on the a- bove discussions, the author reflects on the community development difficulties faced by China and offers some sug- gestions for the future.
