摘　　要：葡萄牙共产党"先进民主"纲领是处于在野党地位的葡萄牙共产党在分析国际国内形势的基础上,为争取参政而向葡萄牙人民提出的带有总纲性质的竞选宣言,是葡萄牙共产党从执政党视角提出的治国方略,是葡萄牙共产党对葡萄牙社会发展的制度设计,基本内容包括政治民主、经济民主、社会民主、文化民主、对外政策等五个方面,有其鲜明特点。"先进民主"的实现形态是一个在资本主义和社会主义之间的过渡阶段,与葡萄牙共产党建设社会主义和共产主义这一最终目标之间是最低纲领和最高纲领之间的关系。The PCP＇s program oF＂advanced democracy＂ is an election manifesto with the nature of general program, which was put forward by the Portuguese Communist Party （PCP）, as Party out of power, based on the analysis of the status of the Portuguese international and domestic situation and the fight for political participation. It is a ruling strategy raised by the PCP from the per- spective of ruling party, and is the PCP＇s institutional design for Portuguese social development. The basic content has its distinc- tive features including five parts： political democracy, economic democracy, social democracy, cultural democracy and foreign poli- cy. The form of realizing ＂advanced democracy＂ is the relationship between the minimum and maximum program in the stage of transition between capitalism and socialism, compared with the PCP＇ s ultimate goal of building socialism and communism.
