摘　　要：本文在分析智能运输系统建设特点和主体关系的基础上 ,分别从政府部门之间、政府和企业之间等角度论述了智能运输系统建设的策略及运行机制。The paper discusses the tactics and operation mechanism of intelligent transportation system construction from the view between the govemment departments,between the government and enterprises based on analyzing the characteristics of intelligent transportation system construction and the relation of the main body.
