浅议突发性群体事件中的法律危机应对与治理

摘　　要：近年我国发生的突发性群体事件中存在阶段性、理性与非理性交织、法律风险与法律危机的并存与转化等特点;本文从法律危机的角度,把突发性群体事件中法律危机分为三类:法律心理危机、法律信仰危机、法律执法者的法律执法危机;提出应对与处理突发性群体事件中法律危机主要对策和措施,包括大力加强实效性的全民法治宣传与教育、完善群体行为和政府人员两个层面法治行为规范、建立和完善行政强制行为的制约机制、大力建设和发展法治社会大环境。In recent years, sudden mass incidents in our country show the features of being periodical, rational and irrational, having legal risk and crisis co-exist and transform, etc. Based on the perspective of legal crisis, this paper divided the sudden mass incidents in the legal crisis into three categories, and put forward some main countermeasures and measures in coping with the legal crisis of sudden mass incidents.
