摘　　要：提升农村基层党组织的领导能力,是实现农村稳定和谐、持续发展的关键。针对农村基层党组织领导能力弱化、协调各方利益和统筹社会管理的能力急需提升等问题,中共肃宁县委提出了以提升基层党组织领导能力为中心的"四个覆盖",形成了一个以农村基层党组织为核心、以民主经济和维稳组织为纽带、把广大农民群众紧密团结在党组织周围的相对完整的农村社会组织体系,为探索在市场经济条件下如何提高基层党组织在新农村建设中的领导能力提供了新的范本。The key to a harmonious and sustainable-development countryside basic-level party organizations. In view of the weakening power of leadership of and the poor coordinating ability, Suning County Party Committee has proposed is to improve the leadership of the rural the rural basic-level party organizations the principle of ＂Four Coverage＂, and has formed a complete rural social organization system with the rural basic-level Party Committee as the core, the econom- ic democracy and stability maintenance as a link, and the broad masses of peasants closely united around the Party organizations, which provides a new example for improving the leadership of the rural basic-level party organizations under the condition of market economy.
