新的社会阶层的出现对党执政能力建设的挑战及对策

摘　　要：随着社会主义市场经济的深入发展,在社会转型、体制转轨、观念转变的过程中,形成了一些新的社会阶层。新的社会阶层的出现深刻改变着中国原有的社会结构,社会结构的变化必然导致党的执政环境发生深刻变化,因此,如何加强党的执政能力建设是我党必须要面对的一个重大课题。运用马克思主义经济学、社会学以及相关的社会发展理论,从党的主流意识形态、党的利益整合能力、党的防腐拒变能力和党的统一战线四个方面,分析新的社会阶层的出现给我党的执政能力建设带来的严峻挑战,提出有效协调社会各阶层之间的矛盾和冲突、进一步密切党同全体社会成员的关系、提高党的执政能力建设的对策。Some new social strata have come out in the process of social transformation, institutional transition, and change in ideas since the Reform and Opening up and the further development of socialist market economy. The emergence of new social strata is bringing about profound changes in Chinese traditional social structure, which will inevitably lead to profound changes in the Party＇s ruling environment. Therefore, in the new historical period, how to strengthen the Party＇ s ruling ability has become a major task for our Party. Some corresponding countermeasures are provided to ef- fectively coordinate and solve the contradictions and conflicts among different social strata, and to keep close relationship with all the members of society, by using Marxist economics, sociology and related theory of social development from four aspects： the Party＇s mainstream ideology, the Party＇s integration ability in interest, the Party＇s capacity to resist corro- sion and the Party＇s United Front.
