加拿大高等教育十大发展经验及其对安徽应用性高等教育体系建设的启示

摘　　要：作为西方主要发达国家的加拿大,高等教育已有350年历史积淀。其融多种模式于一体、以公立教育为主体的高等教育体系、高等教育发展的法制化推进、以省为主的高等教育地方分权体制、合作教育的后来居上、结构严谨的立体化教学质量保障体系、高等教育中介组织作用的发挥、高等教育的多元文化特质、对大学排名工作的重视、通过国家创新战略吸引高端人才的新世纪举措等10大高等教育发展经验,在打造有中国(安徽)特色的高等教育体系、推进高教强省建设、加强国际化与本土化的有机融合、加速高端人才引进、深化拓展产学研合作诸方面,都给安徽正在建设中的应用性高等教育体系以借鉴与启示。As the major western developed country, the history of Canada＇s higher education has been 350 years. Lots of modes melted into one, the higher education system with public education as the main body, legalization of higher education, decentralization system to the province, cooperative education which catches up from behind, rigorous three-dimensional structure teaching quality guarantee system, the role of intermediary organizations of higher education, multicultural qualities of higher education, the importance of university ranking, attraction of high end talent move through the national innovation strategy in the new century, all of these ten higher education development experiences can give the reference and inspiration to the application higher education system under being constructed in Anhui now, in building the higher education system with China（Anhui） characteristics, promoting the construction on a strong province of higher education, making the organic integration between internationalization and localization, the introduction of high end talent, cooperative aspects in production, learning and research.
