微博意见领袖场域下突发公共事件治理的政府失灵研究

摘　　要：在当代中国社会转型期,突发公共事件及其网络舆情频发,微博意见领袖地位与作用日隆。毋庸讳言,微博意见领袖群体崛起与政府治理失灵不无关系,与其说是网络技术进步造就了微博意见领袖,彰显了其作用,不如说是政府失灵成就的结果。但是,我们还应该看到,微博意见领袖的崛起给予政府突发公共事件应急管理带来的不仅是挑战,而且更多的是机遇。众多突发公共事件的实际演进过程表明,微博意见领袖与政府在突发公共事件治理中的交互作用,是制约政府能否妥善处置事件的关键。微博意见领袖正逐渐成长为治理政府失灵的重要力量。In the transference era of China, public emergency incidents and relevant public opinions occur frequently and thus the position and roles of the public opinion leaders have become more and more important. Frankly, the booming of public opinion leaders is related with the governments＇ failure. It would be truer to say that this was the consequence of the governments＇ failures than that it was conducted by the development of internet technology. However, the rise of micro-blog leaders brings not only challenges but also more opportunities to public emergency incidents management. The actual evolution of majorities of public emergency incidents shows that the interaction between micro blog opinion leaders and the governments＇ management on public emergency incidents is the critical factor for the governments to tackle these incidents well. Therefore, the micro-blog opinion leaders are gradually becoming an important power to compensate the government＇s management.
