我国金融信息资源管理制度改革的顶层设计

摘　　要：建立健全金融信息资源管理制度是我国金融体制改革的必然要求。当前亟待突破我国金融行业分业监管的体制限制,组建国家金融信息资源管理委员会,统一负责我国金融信息资源开发利用政策法规、标准规范的研究与制定,统筹监管我国金融信息资源建设与信息服务市场,以强化信息资源协同配置的保障机制、改善其法治环境、优化各相关主体间的利益关系,促进我国金融信息服务能力的极大提高,确保我国金融系统的安全运行。The establishment of a sound financial information resource management system is necessary for the reform of the financial system in China. The paper argues that it is important to break through the super-vision segregation system limitation of our country＇s financial industries, establish a national management committee of financial information resources which is not only responsible for researching and developing the policies and regulations and standards for the financial information resource development and utilization in our country, but also in charge of managing and supervising the financial information resource construction and information service market in our country as a whole, in order to strengthen the guarantee mechanism of information resource synergy configuration, improve its legal environment, optimize the relationship of interests between related main stakeholders, greatly promote China＇s financial information service ability, and ensure the safe operation of the financial system in our country.
