摘　　要：建立稀有金属矿产资源开发生态补偿机制,加强矿区环境修复进程,已经成为当前我国建立和完善生态补偿机制国家战略的优先领域。阐述稀有金属矿产资源生态补偿机制建立的意义、基本原则和标准,结合稀有金属矿产资源开发行为的特殊性以及稀有金属矿产资源的稀有稀缺性、可耗竭性和不可再生性,重点从加快稀有金属矿产资源开发生态补偿的法律制度建设和完善生态补偿机制的具体措施两方面提出建立我国稀有金属矿产资源开发生态补偿机制的政策建议,为我国稀有金属矿产资源开发的生态补偿机制和政策的制订提供理论依据。The establishment of eco-compensation mechanism for rare metal mineral resources exploitation to accelerate the process of eco-environmental restoration in mining areas has become a preferential part in China＇ s national strategy for the establishment and improvement of the eco-compensation mechanism. This paper expounds the meaning of establishment, basic principles and standards for rare metal mineral resources exploitation eco-compensation mechanism. By revealing the particularity of the behavior of rare metal mineral resources exploitation, rare scarcity, depletion and irrefragable of rare metal mineral resources, this paper puts forward some policy suggestions for the establishment of the ecological compensation mechanism to speed up the rare metal mineral resources development and ecological compensation legal system construction and perfect the mechanism of ecological compensation measures, as well as promote comprehensive recovery of rare metal mineral resources ecological comoensation mechanism and policy.
