摘　　要：1884—1905年,俄国根据东北亚国际局势的变化和俄国人移居远东的情况,对境内朝鲜人实行了不同的政策。科尔弗任阿穆尔沿岸总督辖区总督时,对朝鲜人实行限制政策,将俄朝边境的朝鲜人迁离边境,把一部分人驱逐出境,对朝鲜人的经济活动进行限制;杜霍夫斯基和格罗杰科夫任阿穆尔沿岸总督辖区总督时,放宽了对朝鲜人的限制,实行"为我所用"的政策,利用朝鲜人加速当地的开发。但无论俄国对朝鲜人政策如何变化,其最终目的都是为了开发阿穆尔地区并维护当地俄国人的利益。From 1884 to 1905, according to the change of international situation in Northeast Asia and Russian moved to Far East, Russia implement different policies to Koreans. Colfer, the Amur state governor, implement limit policy to Koreans; he moved Koreans from the border between Russia and Korea, limit their economic activities. As the former governors of Amur, Dukhovski and Grodekov, they eased restrictions on Koreans, implemented the policy of ＂working for us＂, and accelerated the local development. Whatever the Koreans policy changed, its final purpose is to develop the Amur region and safeguard the interests of the local Russians.
