摘　　要：为深入贯彻落实国家烟草专卖局"卷烟上水平"基本方针和战略任务,认真落实云南省委省政府"绿色健康新烟草"发展新理念新要求,进一步加快烟叶生产发展方式的转变,切实加强烟区生态环境建设,推动绿色生态优质烟叶开发,提升优质原料保障水平,在全省积极探索烟叶生产绿色生态发展之路,云南省烟草专卖局(公司)在生态环境优越、生产基础好的腾冲开展高黎贡山绿色生态优质烟叶生产示范区建设。示范区建设依托高黎贡山大生态,建设生态烟叶种植大庄园,集成绿色生产大科技,树立绿色生态烟叶发展新理念,构建绿色生产、清洁生产、标准生产新方式,探索绿色生态安全优质烟叶发展新路子,对绿色生态优质烟叶创新发展进行了积极探索与实践。To better imply the basic principles and strategic tasks of ＂ to improve the quality of cigarettes continuously ＂ of the State Tobacco Monopoly Administration and to seriously imply the new ideas and new requirements of ＂ to develop green and healthy new tobacco ＂ of Yun- nan Provincial government, Yunnan Tobacco Monopoly Bureau （Company） actively explored the road of green ecological quality tobacco de- velopment and engaged in the green ecological quality tobacco production and demonstration areas construction in Gaoligongshan ecological ar- eas. The contents of demonstration areas construction included that it relied on the better ecological environment of Gaoligongshan, set up a green ecological quality tobacco planting demonstration area, integrated the advanced science and technology of the green ecological quality to- bacco production, established a green ecological quality tobacco development new ideas, build a green, clean and standard tobacco production new mode, explored new way to produce green ecological security quality tobacco. Through the construction of the demonstration areas, the in-novation and development of green ecological quality tobacco were explored and practiced.
