摘　　要：文章主要围绕陕甘宁能源矿区生态环境保护制度建设展开研究,认为积极建设区域生态环境保护制度,对于陕甘宁能源矿区生态环境问题的改善必将提供坚实的制度保障。The article focused on the construction of the Shaanxi-Gansu-Ningxia mining area ecological environment protection system to conduct research that actively building a regional ecological environmental protection system, which is bound to provide a solid institutional guarantee for the improvement of the ecological and environmental problems in the Shaanxi- Gansu-Ningxia mining area.
