摘　　要：威宁县自 1990年开展重点治理 ,实行小流域综合治理与开发建设小流域特色经济产业结合 ,全县经果林基地面积已达 1 33万hm2 ,出现了以家庭经营为主体的基地、高效小流域经济开发规范型基地、水保部门自办的行业经济实体 3种水土保持产业化建设模式。推进水土保持产业化建设 ,应建立水保行业经济实体 ,壮大经济实力 ,扶持、培养一批以小流域为基地的特色开发产业 ,建立产前、产中。Harness has been stressed and carried out through small watershed comprehensive treatment combining with special economic industrial construction in Weining county since 1990, the area of economic and fruit forest has reached 13 300 hm 2, Three types of soil and water conservation industrial construction patterns have appeared as: management base of household as main body, standard base of small watershed with high economic development, and economical unit of soil and water conservation department. Soil and water conservation economic units should be established to increase economic capacity, promote soil and water conservation industrialization, at the same time, special development industries on the small watershed basis should be fostered and supported, and service system of before, during and after production should be set up.
