摘　　要：图书馆作为一个公益性、服务性的社会文化机构,需要有效运用、创造和输出全球范围内的文化精华(含图书馆精神)、技术精华、智慧精华等来指导和促进图书馆的发展。本文试图分析图书馆公共服务能力现状,梳理了图书馆公共服务能力弱化的主要表现和提升的有利因素,提出了图书馆公共服务能力提升的目标和重点。As public service, the social and cultural institution, we need to effectively use , create and output of global culture （ including the library spirit）, technique essence and wisdom essence to guide and promote the development of library. The article analy- zes the public service ability and the public service system of library, organizing the main show of the public capability weakening and im- prove beneficial factors in the library, puts forward goals and emphasis to promote the library public service ability.
