摘 要:为深化我国医药卫生体制改革,国务院要求在"十二五"期间全面推进县级公立医院改革。以取消"以药养医",补偿机制转变成为县级公立医院改革的关键环节。文章立足于我国县级医院补偿机制转变的现状,对包括政府专项补助经费补偿、调整医疗服务收费项目和收费标准、医保支付、社会融资和收支两条线管理等五条补偿渠道进行综合分析,以期为持续推进县级公立医院改革提供政策性建议和参考。To deepen the reformation of medical and health system, the comprehensive reform in public hospitals above county level during the Twelfth Five-year Plan period is asked by state department. It also contributes to abolish the phenomenon of supporting medicine with drugs and plays a critical role in the transformation from compensating mechanism to public hospital reform in county level. This paper concentrated on the present situation of the transformation of compensating mechanism in public hospitals of county level. Five compensation channels was comprehensively discussed in this paper, consisting of the government special allowance, the adjustment of charging items and rates in medical service, health insurance payment, and the two line management of social financing and income and expenses. It may provide some policy proposals and references for the sustainable reform in public hospital of county level.
