摘　　要：体育地方立法中法律责任的设定既有技术问题,如名称使用、编排顺序、模式和罚款设定方式的选用等,又有地方规章越权设定行政处罚,导致违反法律、与法律相抵触的情形。针对这些问题,修订、清理是主要解决措施,借此不断提高法律责任设定的技术,真正体现法律责任设计原理,发挥法律责任的功效,更好为地方体育事业发展服务。：In the setting of legal liability in local sports regulation, there are both technical problems, including the use of the names, sequence arrangement and the selection of patterns and penalties, and administrative penalty set by local regulations without being authorized, which leads to breaking or being against the law. To solve these problems, major measures like amendment and checkup should be introduced to improve the technique of setting the legal liability. As a consequence, it can really reflect the design principle of legal liability, so as to bring legal liability into effect and better serve the development of local sports.
