摘　　要：目的:探索公立医院产权制度改革的迫切性、必要性以及基本原则和方法。方法:通过文献研究、实地调研和专家咨询分析,并结合当地公立医院改革的现实情况,提取相关问题及观点。结果:新时期下公立医院承担的工作任务和功能定位明确,但由于产权制度不明晰、法人治理结构不完善、补偿机制不合理等因素制约了医院的快速发展。结论:必须坚定不移地推进公立医院产权改革,积极稳妥地推进部分公立医院改制重组。Objective： Exploring the urgency, necessity and the basic principles and methods of property rights reform in public hospitals. Methods： According to literature research, field research and expert consultation analysis, to draw relevant problems and views with the combine of the local reality of public hospital reform. Results： The assumed tasks and tunetions of public hospitals in the new period is clear, while property rights system is not clear, the corporate governance structure is Imperfect and compensation mechanism is unreasonable, which all restrict the rapid development of public hospitals. Conclusion： It is needed to unswervingly push forward reform of property rights system in public hospitals, actively and steadily implement the restructuring and reorganization of some public hospitals.
