摘　　要：加强低碳科技创新管理是中国推进生态文明建设与低碳经济发展的必然要求。低碳科技创新管理是加快低碳科技创新所进行的目标定位、过程管理、平台搭建的综合性服务过程,具有资源整合性、公共服务性、知识共享性等特征。构建低碳科技创新管理系统模型要再造创新流程、完善服务类型、搭建服务平台、优化管理主体,为低碳科技创新与转化应用提供系统化的创新服务。构建低碳科技创新管理与服务平台应从政府部门、企业、科研院所、中介组织、社会群众等层面采取有效对策措施。Abstract ： Strengthening low-carbon S＆T innovation management is inevitable requirement for China to promote the construction of eco- logical civilization and the development of low-carbon economy. Low-carbon S＆T innovation management is a comprehensive service process of goal orientation, process management, and platform construction for the low carbon S＆T innovation. It has the features of a platform, as the integration of resources, public service, knowledge sharing, and etc. The low-carbon management system needs to re- build the innovation process, perfect the service type, construct the service platform, and optimize the management subject. This is to provide a systematic innovation service for low-carbon S＆T innovation and transformation. The construction of low carbon S＆T innovation management and service platform should take effective measures from the level of government departments, enterprises, research insti- tutes, intermediary organizations, and social masses.
