对农业科技专家大院运行机制的思考

摘　　要：农业科技专家大院是近几年一种较典型的农村科技服务模式,其发展大致经历了探索建立与创新发展两个阶段。本文通过对其发展轨迹的综述,对比不同形式的农业科技专家大院运行模式,发现多元参与机制、多样化运行方式、长效组织实施机制和交流互动机制构成的综合性服务体系是农业科技专家大院典型运行机制,但同时其也面临着专业化服务不强、合作协调机制不健全、开放度不够、交流互动成效不显著等问题。在此基础上提出了加强与其他农村科技服务模式整合、优化农村科技服务内容、推动其向法人实体转变等政策建议。Courtyard of Agricuhural Science and Technology Experts is a typical rural science and technology service model. It has experi- enced establishment and innovation two stages. Comparing with different forms of agricultural science and technology experts courtyards that the comprehensive service system that combined by, we found pluralism participation mechanism, diversified operation, long-term imple- mentation mechanism and the interaction mechanism is its typical operating mechanisw. At the same time, it also faces several problems, such as the professional service is not strong, cooperation and coordination mechanism is unsound and lacks of openness, and interaction effect is not significant. Finally, we propose some policy suggestions on strengthening the integration with other rural science and technolo- gy service mode, optimizing rural science and technology service content, and promoting the change of it into a juridical entity.
