摘　　要："口袋预算"是我国财政预算中的一种特殊预算模式,目前我国对"口袋预算"的管理缺乏规范性与有效性。PART作为一种项目绩效评价工具,在美国预算管理中的运用取得了良好效果,它所倡导的绩效观念以及项目绩效评价方法为我国"口袋预算"管理提供了思路。因此,可以从"口袋预算"的申请阶段、审批阶段、公示阶段以及执行阶段着手,运用PART的绩效理念与项目绩效评价方法对"口袋预算"管理流程进行重塑,实现对"口袋预算"科学有效的管理,进而实现财政资源的优化配置。Pocket budget is a special budget model. At present, we are lack of normative and effectiveness management for it. As a performance evaluation tool, PART has achieved good results in budget management in the United States, and its per- formance concepts and performance evaluation method provide useful ideas for pocket budget management in China. Therefore, we can use the performance concepts and the project performance evolution method of PART to reshape the process of pocket budget from its different stages in application approval, publicity and implementation, so as to achieve the scientific and effective management of pocket budget, thus achieving the optimal allocation of financial resources.
