农民专业合作社政府规制的价值取向：偏差与矫正

摘　　要：农民专业合作社是因提高农民组织化程度而具有广泛正外部效应的特殊市场主体,如何规范并推动其发展,是政府规制的重要议题。政府能否在规制中遵循正确的价值取向,将对农民专业合作社的发展具有深远影响。目前,中国农民专业合作社政府规制的价值取向存在一定偏差,主要体现在对农民主体地位的维护、对"规范"与"发展"的平衡和对"公平"与"效率"的取舍过程中。本文对此提出了"大力保障弱势小农户的主体地位"、"先规范,再发展"和"重公平,促效率"等矫正政府规制价值取向偏差的建议。Farmers＇ professional co--operative is a special market subject with a broad range of positive external effects to im- prove the farmers organization degree. How to regulate and develop Farmers＇ professional co--operatives has become an important issue of government regulation. If the government can follow correct value orientation in regulation, it will have a profound impact on the development of farmers＇ professional co--operatives. At present, there are some deviations in the Value Orientation of Government Regulation for Farmers＇ Professional Co--operatives in China, which are mainly reflected in the maintenance of farmers subject status, in balancing ＂regulation＂ and ＂development＂, and in the process of acceptance or rejection between ＂fairness＂ and ＂efficiency＂. This paper puts forward an opinion of correcting value orientation deviation of government regulation by ＂ensuring the subject status of the weak and small peasant household＂, ＂regulating first, then developing＂ and ＂valuing fairness, promoting efficiency＂.
