摘 要:我国的快速城市化和转型发展与西方各国的自发型发展模式相比,具有典型的地方政府"项目带动"特征。截至目前已有十六个省级地方政府提出了项目带动战略,这就意味着地方政府必然面临与以往的日常行政管理所不同的各类独特性任务,因此地方政府必须通过组织变革及组织运行机制调整来适应任务结构的变化。本研究将基于"大项目带动战略",以项目导向型组织的相关理论为依据,以"战略-结构-机制"为基本逻辑,建立起地方政府组织变革的非嵌入式二元组织结构模型,并从"资源-人员-事权"三个维度对地方政府组织运行机制变革问题展开讨论,以期为项目带动战略的实施提供有力的组织保证。China is experiencing a process of rapid urbanization and economic transition. There is a big difference in the develo- ping mode between China and western countries. In China, local governments play a very important role in pushing big projects forward. About 16 provincial governments have announced their project--driven strategies. That means local governments will meet more and more special tasks that different from their routine ones, thus making their organiza- tional structure and operational mechanism change as well. According to the theory of project oriented organization, this paper will take "strategy--structure-- mechanism" as a logic framework. By giving a non--embedded dualization structure, its organizational operating mechanism will he analyzed according to three dimensions,including resource allocation, human resource, and decision making. The aim of this paper is to find a suitable organizational structure and operating mechanism to support the project--driven strategy.
