分层视野中的政策民主

摘　　要：民主的数量并不决定民主的质量。根据民主事务的性质,民主分层为政治民主和政策民主,两者有着不同的运行轨迹并相得益彰。实践中存在两种错误倾向:一是一些本属于政治民主事务而应广泛听取社会各方意见的却遮遮掩掩;二是一些政策民主问题却不适当地引发了政治民主的力量或采用了政治民主的解决办法。其中以政策民主的问题尤甚。政策民主是决定公共利益是否存在和能否实现的主要机制。政策民主面临传统再分配问题以及新形势下网络舆论的严峻挑战。政策民主必须在理顺政策体制机制、加强社会组织建设以及准确把握政策性质的基础上,选择适当的民主方式,同时要讲究民主的技术和艺术,掌握好民主的时机、节奏、范围、程度,并做到政策过程关键环节各方意见的公开陈述和辩论。The quantity of democracy does not decide the quality of democracy. Democracy can be stratified into political democracy and policy democracy according to it ＇ s nature. The two levels have different and complementary running track. There are two wrong tendencies in practice： the one is some affairs that should belong to political democracy and widely solicit opinions are secretive; the other is some policy democracy affairs that improperly triggered the power of political democracy or adopted so- lutions of political democracy. Among which, the problem from policy democracy is more serious. Policy democracy is the main mechanism of the existence and realization of public interest. Policy democracy is facing serious challenges from the pub- lic opinion of network and the traditional redistribution problems under the new situation. When promoting policy democray, we must select an appropriate way of democracy, pay attetion to the skills and arts of democracy, grasp the time, rhythm, scope, extent of democracy, and achieve the public statements and debate in the views of all parties at the key link of policy process, on the basis of straightening out the policy system and mechanism, strengthening the construction of social organiza- tions, and accurately grasping the policy property.
