摘　　要：2013年7月24日．在国务院办公厅印发的《深化医药卫生体制改革2013年主要工作安排》中，建立医保经办机构与医疗机构、药品供应商的谈判机制．成为2013年医改的重要内容之一。这是继2012年人社部等三部委下发《关于开展基本医疗保险付费总额控制的意见》后，对建立医保谈判机制的再度强调。One of the most important tasks for health reform in 2013is to establish the negotiation mechanism among healthinsurance organizations,healthcare facilities and medicinesuppliers.Howeven how the negotiation mechanism couldbe established?What principles and regulations should thestakeholders follow?The answer to these key questionsneeds further discussion.
