基于善治视角的我国城镇土地市场管理指标设计及其评价研究

摘　　要：在政府主导之下,我国城镇土地市场管理是否符合基本的善治原则呢?通过对我国的城镇多级土地市场的描述,分析城镇土地市场与房屋所有权的关系,并以善治为分析视角,构建城镇土地市场管理指标设计的一个框架,在这个框架里分析城镇土地市场管理的善治要素,得到了基于善治视角的城镇土地市场管理测评指标框架。运用城镇土地市场管理的指标框架,从公平性、透明性、有效性、信息获取、参与程度和打击腐败等方面对我国城镇土地市场管理进行评价,结论表明,当前我国城镇土地市场管理在善治方面已经取得了一定的成效,但是城镇土地市场管理的善治并不取决于政府本身,而是取决于政府和公众的合作。Under the leadership of the gowrnment, does the management of China＇s urban land market conform to the basic principles of good governance？ Through a description of China＇s urban land markets at different levels, this paper analyzes the relationship between urban land market and housing ownership. From the perspective of good governance, it establishes a framework for the index design of urban land market management and analyzes the factors of good governance for urban land market management within the framework, from which an evaluation index framework for urban land market management from the perspective of good governance is obtained. By making use of this in- dex framework, it conducts an evaluation on China＇s urban land market management from such as- pects as fairness, transparency, efficiency, information accessibility, participation and anti-corruption. The results show that at present the good governance of China＇s urban land market management has made certain achievements, but the good governance on the urban land market management does not depend on the government itself, rather, it depends on the cooperation between the government and the public.
