摘　　要：《全国公共图书馆事业发展"十二五"规划》提出要"逐步建立覆盖城乡、结构合理、方便快捷、惠及全民的服务网络"的目标。美国等国家城市公共图书馆发展水平较高,服务体系相对完善,其体系布局、馆舍分布、资源配置、服务标准、经费来源等核心元素对我国完成"十二五"期间的发展目标、建成有中国特色的城市公共图书馆服务体系有较高的参考价值。The 12th Five-Year Plan of China Public Library Development puts forward the aim of ＂building up the service network with covering urban and rural areas, the rational structure, convenience and quick, benefiting all the people＂. The development level of the foreign urban public library service is high, and the service system is relatively perfect. These core elements of the system layout, the library distribution, resource allocations, service standards, financial sources would have valuable reference for China to fulfill the aim of the12th Five-Year Plan and build up the public library system with Chinese characteristics.
