摘　　要：针对目前建筑设计招标制度现状和存在的问题进行分析,并在研究和借鉴香港相关管理制度的基础上提出建筑工程设计"三封信"招投标的建议,以推进建筑工程设计招投标办法的创新和完善。In this thesis, the current situation and problems in our country＇s construction project bidding have been discussed, it also raised suggestion of＂thrce envelope＂ based on the analysis of the management system ofHongkong, I hope it will advance the innovation and perfection of the bidding system in construction engineering design industry.
