三峡外迁移民权益问题探析——以浙江省海宁市与湖州市吴兴区为例

摘　　要：三峡外迁移民与当地民众、政府的互动与博弈,既与当下中国社会转型有密切关系,也与移民自身和强社会关系断裂,重构弱社会关系的阵痛有关,而权益问题无疑是此进程中的核心议题。本文介绍了海宁市与吴兴区外迁移民的基本情况以及国家外迁移民的相关政策,阐述了外迁移民的权益实现情况及其存在的问题,对移民经济发展权益问题和移民参与问题作了进一步分析,并提出了对策性建议。The interaction and gaming among emigrants, local people and the government of the Three Gorges Reservoir Area are closely related to current social transformation, to emigrants themselves, as well as to the pain in breaking powerful social relations and reconstructing weak social connections. Right and interest definitely constitute the core issue in the process. This article reveals the basic case about emigrants in Haining City and Wuxing District as well as relevant national policies. It illustrates the situation and some problems in regard to their rights. Then, it makes a further analysis of the rights and participation of emigrants in economic development, and finally it puts forward some suggestions.
