摘　　要：本文通过对某省少年儿童救助保护中心的实证调查,分析了新时期流浪儿童的群体特征和救助工作中出现的不足与原因,提出要提升流浪儿童救助水平,应推动儿童福利由补缺型向适度普惠型转变。在综合"类家庭"与"类学校"模式优势的基础上,形成集抚养、监护、教育为一体的新型流浪儿童救助保护模式。By making an empirical survey on street children’s center in one province,and analysing the characteristics of street children in new time and the decficiencies and its reasons in relief work,this paper proposes to improve the level of salvation for street children and promotes the child welfare from residual to universial.It combines the advatages of'family-based residential care'and'school-based education'to set a new salvation model for street children,which integrates parenting,custody and education.
