摘　　要：房屋质量安全事关国计民生,为更好平衡和处理业主、开发(建筑)商和政府之间的责权利,根本的解决办法是落实"以人为本"的理念,积极保护购房者和公共利益,制定行之有效的房屋质量评估标准。国外房屋质量评估标准中适用性和安全性的确立和实施,标志着房屋质量评估走向更加人性化的方向。我国未来房屋质量评估标准的构建应在现有验收标准基础之上增加卫生医疗健康评估机构,以及相应的保险等保障措施,使其成为更为全面的评估体系。housing quality is the key issue for nation and society. In order to balance and solve rights and duties among the owners, developers and government, the basic solution is to take human as the first place and protect the interests of owners and public so as to apply the effective housing quality evaluation criteria. Foreign countries have exerted the application and safety as the main criteria, which means it goes to human centered. In China, the future housing quality evaluation criteria will take the present housing acceptance standard as a basis and then take the medical institutions into account, as well as the insurance system.
