中俄公共图书馆事业发展规划比较研究

摘　　要：基于研究图书馆事业发展规划的目的,将《全国公共图书馆事业发展"十二五"规划》与《到2015年俄罗斯图书馆事业发展构想》进行比较,首先从制定的背景、时间、部门等外部层面论述两者的可比性,进而着重在内容上对比中俄图书馆事业在发展目标、原则、任务和实施保障等方面的异同并阐释原因,最后分析指出俄罗斯图书馆事业发展规划对认识和实施我国图书馆事业发展规划的启示和借鉴作用。The library development strategies as the strategic deployments and guidelines of libral＇y development, are great signifieance to tire development of individual libraries, libraries and even the whole society. For Ihis purpose, this paper compares Strategic Regard to Public Library Development daring the 12th Five -year Period and By 2015 tire Russian librarianship development conception. Firstly, it discourses their comparability from the development background, time, departments and other external aspects, then compares China and Russian libraries in the contents of development objectives, principles, tasks and implementation safeguards and explains reasons for differences and similarities. Finally, it points out that the characteristics of the Russian library development strategic have inspiration and reference on understanding and implementing China library development strategies.
