摘 要:美国一流高校普遍具有规模较大的高水平专职科研队伍,为美国科技、经济和社会发展做出了巨大贡献,巩固或提升了美国一流高校的地位。通过比较中美一流高校专职科研队伍的建设情况,找出我国高校专职科研队伍建设过程中存在的聘用机制、薪酬体系、管理制度、考核方式、晋升渠道、组织机构和经费来源等问题并寻求相应的对策。提出我国高校建设世界一流大学,必须建设一支具有一定数量规模的高水平专职科研队伍。在此过程中,各级主管部门应积极帮助高校解决专职科研队伍发展过程中的体制和机制难题,高校相关职能部门应做好顶层设计,并积极开展专职科研队伍建设的制度创新。Most of the first-class universities in America have a large-scale, high-level and full-time research staff teams which make great contributions to the technology and economic development, and consolidate their top positions in the world. Through studying the successful construction experience of the full-time research staff team in America, this paper aims to find the existing problems such as employment system, compensation system, management system, evaluation and examination methods, promotion system, associated organization and financial resource in the process of construction of the full-time research staff team in China. This study proposes that the construction of a high-level full-time research staff team is significant for construction of the world-class universities in China. Moreover, administrations at system and mechanism difficulties for construction all levels in China should help universities overcome the of the full-time research staff team, and the universities should, through the top-level design approach, carry out the system reform and innovation.
