摘　　要：目前,我国以农民工和城郊"失地农民"为主体的城市新市民数量增长迅速,这些新市民要从农村居住环境转移到城市居住环境,在各个方面都面临着适应和提高城市文明程度的问题,而图书馆在这个过程中可以发挥重要作用。介绍了针对新市民进行的图书馆基本原则的宣传教育,指出图书馆是提高新市民文明素质的重要场所。At present, the number of new citizens composed mainly of migrant workers and suburb＂land-lost peasants＂ is growing rapidly, and these new citizens, who need to shift from rural living environment to urban residential environment, is facing a problem of adapting and improving the urban civilization degree in all respects, and the library can play an important role in the process. This paper introduces the propaganda education of library＇s basic principles for the new citizens, and points out that the library is an important place for improving the civilization qualities of the new citizens.
