摘　　要：从现实情况出发,分析了现行学术评价机制中"以刊评文"的困境。在分析的基础上,提出完善学术评价制度的新向度,即改变"以刊评文",建立"以文评文"的评价机制。Starting from the actual conditions, this paper analyzes the predicament of the current academic evaluation mechanism of evaluating the paper based on the journal, and on the basis of analysis, puts forward a new dimension for improving the academic evaluation system, that is to change the evaluation mechanism of ＂ evaluating the paper based on the journal ＂into ＂evaluating the paper based on the paper＂.
