摘　　要：目的:构建科学实用的医院信息系统综合评价指标体系。方法:采用德尔菲专家咨询法,进行三轮咨询,确定一级、二级、三级指标,运用综合评分法计算指标权重。结果:专家权威程度0.81,第一轮咨询表回收率96.3%,第二轮、第三轮咨询表回收率都是100%。第一轮专家咨询协调系数0.291 6,第二轮专家咨询协调系数0.492 3。一级指标均数>4.0,满分比均>50%,变异系数均<0.20,二级指标均数>3.5,80%的指标满分比>50%,变异系数均<0.20,三级指标中76.5%的指标满分比>50%,均数>3.5,变异系数<0.20的指标占97%。第三轮专家咨询确定的一级指标权重排序为:系统功能、系统效益、系统成本。结论:专家意见协调性好,可信度高,指标体系结果可取。Objective To construct the comprehensive evaluation index system of the hospital information system. Methods The first order, second order and third order indexes were determined by Delphi for three rounds, and index weights were calcu- lated by comprehensive scoring method. Results The return rates of Delphi consultation were 96.3 %, 100 ~ and 100 ~/00 respec- tively. The mean value of authorities was 0. 81. Harmonious coefficients were 0. 2916 and 0. 4923 respectively. For the first order indexes, the mean value was more than 4.0, percentage of assignment frequency was more than 50 %, and coefficient vari- ation （CV） was less than 0. 20. For the second order indexes,the mean value was more than 3.5. There was 80% of all sec- ond order indexes whose percentage of assignment frequency was more than 50%, and there was 97~ of all third indexes whose CV was less than 0.20. After third round consultation, the rank of weight in first order indicators is system function, system efficiency, system cost. Conclusions The reliability and coordination of the expert opinion is regarded as high and harmo- nious. The scoring index system constructed by Delphi is available.
