摘　　要：：优化卫生资源配置需坚持效益与效率相统一的原则。要通过政府在宏观上的调控和医疗机构在微观上的革新，克服卫生资源配置失衡和效率不高的弊端。这也是坚持公平与效率相统一的体现。所以，卫生服务必须在提高效率的前提下，以满足广大群众的基本医疗需求为立足点。In other to perfect health resources, benefit and efficient should be united. We should overcome unbalance and low efficient in health resources allocating by governmental control and medical institution reform, which materialized equity and efficiency united. Therefore, the efficiency in health services should be increased to meet essential medical demand of the people.
