摘　　要：构建一个基于互联网、科学高效的科技计划项目管理系统,实现科技项目管理网络化。在项目可研、验收两个环节引入了专家评审机制,提高公开、公平的管理水平,使专家和管理机构在项目评审中的突出作用日益增强,推动科技计划项目管理的公开、透明和科学化进程。Build a science and technology management system which is based on interact and scientific and efficient to achieve the goal that science and technology project management net - work. o Bring expert evaluation mecha- nism in scientific research and inspection and acceptance parts to improve the level of management openness and fairness. Let experts and management agencies in increasingly prominent role in the project review. To promote open ,transparent and scientific process of management of science and technology plan projects process.
