摘　　要：档案管理的宏观政策环境、管理思维与管理理念、业务范围、工作领域、工作方式与组织形式等各方面的变化,要求档案管理体制在宏观层面和微观层面都作出相应的变革。档案管理体制是国家行政管理体制的重要组成部分,这种体制在发展变化的历史进程中产生并不断进行着适应性变化,同时,构成我国档案管理机构的目标因素、资源因素、环境因素、人才因素等都会对档案管理体制改革产生一定影响。Because of the change of file management in macroscopic policy environment, management thought and concept,business scope,working fields,working style and organization style, the reform in the macro level and micro level is necessarily need for the file management system. File management system which is origins from the development of the history is the main body of the administrative management system for the country. Meanwhile, some target element,resource element and talents element that make the composition of the file management system in our country will effect the reform of file management more or less.
